Not surprisingly, in the wake of the COVID-19 pandemic, California legislators proposed hundreds of health-related bills in 2021. For those who are unfamiliar with the intricacies of the Golden State’s legislative process, June 5, 2021 was the deadline for the California Legislature to pass bills introduced in their house of origin. Accordingly, during the week of June 7th, the Senate and Assembly resumed policy committee hearings, reviewing measures from the opposite house.
Along with proposed legislation addressing health care funding, health care access, mental health and substance abuse treatment, disaster preparedness, and other issues brought to the forefront by the pandemic, there are multiple bills that seem to be aimed at various concerns raised by corporate involvement in the provision of health care. There is growing recognition across California and the country that systemic racism is a public health crisis that must be addressed. Last year, Contra Costa County declared racism a public health crisis and vowed to tackle the problem.
I am heartened that more agencies are joining this effort. On Monday, the County Behavioral Health Directors Association of California (CBHDA), County Welfare Directors Association of California (CWDA), County Health Executives Association of California (CHEAC), and California Association of Public Hospitals and Health Systems (CAPH) issued a joint statement declaring racism a public health crisis. ....

California Could Create New Hotline for Mental Health Calls


“This bill can save lives that we are losing to suicide and shootings by police,” said Krystal LoPilato, volunteer leader with California Moms Demand Action.
California s 988 bill is the state effort to create 988 hotlines by July 2022 under new new rules from the Federal Communications Commission and Congress. It would be funded through a surcharge on phone lines similar to 911. Counties would separately have to provide the crisis services and mobile crisis teams.
The proposal is named after Miles Hall, a 23-year-old Black man who was fatally shot by Walnut Creek police in 2019, Democratic Assemblywoman Rebecca Bauer-Kahan of Orinda told members of the group and affiliated Students Demand Action during their virtual advocacy day. ....
