Ways & Means proposal in weighting bill would halt excess spending penalty for FY22-23

MONTPELIER — The House Ways & Means Committee has added a two-year pause to the excess spending penalty in the education funding formula as part of changes it made to S. 13, a bill establishing a task force to implement new per-pupil weighting factors.
The amendment, offered by committee vice-chair Rep. Emilie Kornheiser, D-Windham 2-1, was unanimously approved by the panel, as well as its amended version of the bill.
S. 13 had already been through the Education Committee and will next stop briefly at Appropriations before being considered on the House floor.
Also added to the bill by Ways & Means were provisions asking the task force to “recommend ways to mitigate the impacts on residential property tax rates and consider tax rate equity between districts,” and consider whether to change or repeal the excess spending threshold altogether. ....

Our Vermont legislators recently commissioned a state-of-the-art study to investigate how best to apportion funds to schools equitably. Unfortunately for the students of Vermont, it detailed serious inequities in school funding. What this study unveiled was an outdated distribution of funds to its districts. For 20 years the tax structure in Vermont has skewed away from fully supporting our most vulnerable students and families. Nearly 60 percent of Vermont schools have had their equalized students undercounted, some by more than 20 percent. This has led to higher tax rates and fewer resources for these schools. This has left lasting scars on our kids, and the deepest scars are in the poorest school districts. ....

River Valleys district opts for in-person meeting, instruction

DOVER — River Valleys Unified School District is scheduling an in-person annual meeting for May 26 and a return to full-time in-person instruction at its two elementary schools starting April 26.
The annual meeting is usually held in February but the COVID-19 pandemic brought about legislation that allowed towns and school districts to vote on matters via ballot or wait until later in the year to have a meeting. Dover and Wardsboro, where the district’s two schools are located, put off their annual town meetings until May.
At the School Board meeting held remotely Monday, RVUSD Clerk and Dover Town Clerk Andy McLean said Wardsboro offered to let the district use a tent being setting up for the annual Town Meeting on May 22. With Wardsboro’s Town Meeting in the afternoon, he suggested the school district could have its meeting in the morning, which the School Board voted in favor of. ....
