Kendallville chooses local firm to build solar field at higher cost


KENDALLVILLE — It’s going to cost a little more now, but Kendallville is hoping a solar field designed and installed by a local green energy firm will reap bigger savings later.
It’ll cost about $800,000 more up front, but Kendallville has selected Renewable Energy Systems out of Avilla to build its new solar field on the former McCray Refrigerator factory site, despite that company submitting a higher bid among two received for the project.
Local governments are tasked with selecting the lowest most responsible and responsive bidder, not just the lowest price, and in this case, they felt that Renewable fit that bill better than Solar Energy Systems out of Nappanee. ....

What kind of setbacks should be required?
A bill that passed in the Indiana House — but died in the Senate this past legislative session — would have set those guidelines for the entire state.
One provision in that bill would have allowed some local control. Any county with an ordinance in place before June 30 would have been exempt.
Even with that bill having failed, the Noble County Plan Commission is working to come up with its own guidelines as part of the county’s Unified Development Ordinance.
“Our zoning ordinance doesn’t have anything to do with solar energy,” Noble County Councilman George Bennett said during Monday’s regularly scheduled council meeting. “This is an important consideration in an area that has been neglected so far.” ....
