James Moriarty's retirement project hacks away at overgrown brush to restore Scheel family's German Hill Cemetery.
For decades, the old German Hill Cemetery near Estacada sat unattended, hidden under a tangle of brush and vulnerable to nature's fury and vandals.
Until now.
In early February, James Moriarty, chairman of the Estacada Cemetery Maintenance District, received permission from Oregon's Commission on Historic Cemeteries to clean up and adopt the George-area cemetery northeast of town.
It's a labor of love for Moriarty. He retired a few years ago after 24 years as a U.S. Border Patrol officer in Southern California. In 2018, Moriarty moved to the rural Clackamas County town to be closer to family.

Board unanimously passes initial ordinance change to allow court action holding Metro accountable for reductions in ratepayer waste fees.
UPDATED — FRIDAY, APRIL 2: Clackamas County commissioners were initially supportive of an ordinance change on waste disposal fees that would allow residents to pursue a legal action against Metro for allegedly breaking its charter.
County commissioners unanimously passed the first of two public readings of the ordinance after hearing public testimony on Tuesday, April 1.
According to John DiLorenzo — attorney for David Hoover, Thomas Riley and other garbage customers in Clackamas County and partner at Portland-based Davis Wright Tremaine — the new ordinance would allow his clients to hold Metro accountable to charge fees only based only on the actual cost of providing waste service.

House vote sends legislation to the Senate to ward off potential legal challenges
The conversion of hotels and motels to emergency shelters and low-cost housing would be eased under a bill that is halfway through the Oregon Legislature.
The House voted 41-12 on Wednesday, March 31, to send the bill to the Senate.
House Bill 3261 would exclude the conversion of hotels and motels purchased for emergency shelters or low-cost housing from land use challenges in cities and counties. Lawmakers made federal money available for such purchases last year under Project Turnkey, which is overseen by the Oregon Community Foundation.
Rep. Pam Marsh, D-Ashland, said some projects have proceeded, but others have stalled despite community support.

Clackamas County is investigating whether its Veterans Advisory Council (VAC) improperly used time to engage in a dialogue with Commissioner Mark Shull regarding disparaging statements he made on Facebook regarding Muslims and other groups.
During their March 4 meeting, Shull suggested to his fellow county commissioners that its VAC be dissolved in its current form and re-established using an application process looking at the military biographies of those interested in serving on the committee. Shull, a veteran of the U.S. Marine Corps, said the goal of this reform would be to strip the council of any partisanship.

The EPA funds will be used to help pay for construction of a new water filtration plant in Boring.
Federal funds will help Portland pay for a new water filtration plant, the U.S. Environmental Protection Agency announced Thursday, March 4.
The $727 million loan — the largest to date granted via the Water Infrastructure Finance and Innovation Act — will flow to the Portland Water Bureau's Bull Run Treatment Program, which will construct a water treatment plant and pipelines in Boring to remove cryptosporidium and other contaminants from the city's public drinking supply, as well as reduce corrosion of pipes and prevent lead poisoning.

On Feb. 25, Pamplin Media Group reported on the Clackamas County commissioners voting to support the Sheriff's Levy. In that, they quoted me. Although the quote was correct, because I was not allowed to finish my testimony, my quote was taken out of context and left the readers with the misconception that I was against the levy, when in fact I support it.

Restaurants, fitness centers and more are allowed to up their capacity this week as COVID-19 cases continue to fall.
The coronavirus picture keeps improving in Washington County, where businesses are now being allowed to relax health and safety protocols a little further still.
Gov. Kate Brown declared Washington County, as well as neighboring Clackamas County, to be at "moderate risk" of COVID-19 community spread as of Friday, Feb. 26.
The move down from "high risk" came just two weeks after the most stringent restrictions were rolled back, following about two months during which Washington County was considered to be at an "extreme risk" level.

Metro Auditor Brian Evans said the regional governing agency ignored some protocols for approving projects.
Metro, the regional government, disregarded some of its own procedures when selecting affordable housing projects to fund with 2018 bond money, according to a report from the Metro auditor.
Auditor Brian Evans said gaps in data collection also impeded the Affordable Housing Bond's appointed oversight committee's ability to monitor progress on some of the promises made to the public — specifically that the bond would "lead with racial equity" and "create opportunity throughout the region."
"It was hard to tell if the methods outlined in the bond's work plan were used to evaluate projects. Using different methods could make funding decisions less reliable and more difficult to defend," according to the 23-page report. "Unclear procedures also created uncertainty about project and program reporting."
