Eagle Mountain Community Facilities District to dissolve


The Eagle Mountain Community Facilities District is about to dissolve.
Members of the Fountain Hills Town Council met as the EMCFD board of directors on May 4 to approve a tentative budget for the district. Its last one totaled just $1,000 for administrative costs, with $240 in revenue from interest income.
The district was formed in 1996 as a vehicle for a developer to sell bonds for infrastructure in the Eagle Mountain subdivision. The district will make its final bond payment effective June 30 this year.
Residents in the subdivision had paid a property tax levy to pay the debt service.
Craig Rudolphy, representing the Eagle Mountain homeowner’s association, told the council there are expected to be excess funds in the account and asked that those funds be turned over to the HOA. ....

Changes for short-term rentals appear to stall


Efforts to return some authority to local governments to regulate short-term rentals in their communities has apparently failed for this session of the Arizona State Legislature.
Representative John Kavanagh (R-D23) of Fountain Hills introduced a bill in the House of Representatives at the beginning of the session that had the support of most local governments, including the Fountain Hills Town Council and the League of Arizona Cities and Towns.
Kavanagh told The Times that a bill introduced in the Senate as an alternative to his bill was really “watered down” and had no teeth. That bill was defeated in the Senate on a vote of 17-43. ....

I’m tired of being treated like a second-class citizen in this town. America has two major political parties and I belong to one of them.
John Kavanagh seems obsessed with party affiliation. He has spent a good amount of money making people aware of his affiliation and of other people’s affiliations. In his speech to the Republican Club, he is again pointing out differences and claiming that now our Town Council isn’t non-partisan when he’s the one making it so.
The Fountain Hills Town Council has probably been comprised of a majority of Republicans since its inception. Did that bother Kavanagh? Guess what, the world is made up of different people and they deserve representation. Next, is he going to tell us what religion is most prominently represented on the Council? Is there a gender imbalance? Is he going to propose a bill that political parties must match the makeup of the town demographics? ....
