Candidates Piling Up to Run for Palm Coast Mayor

It’s a free-for-all: The qualifying window for the special election for Palm Coast mayor doesn’t close until next Monday. But eight candidates–from the obscure to the esoteric to the expected–have already filed to run. Six candidates are Republicans, two are Democrats. It’s a non-partisan election, but only ostensibly so. Three of the candidates are Realtors.
There is no limit on the number of candidates who may run, as long as they qualify either by petition or by paying the $1,140 fee. The petition window closed last week. Not a single candidate had qualified that way, which required getting nearly 500 petition cards signed. The qualifying window closes at noon on June 7. Conceivably, some of those who have filed to run may yet disqualify themselves by then, though most have already paid the fee and the rest are scheduled to meet with city officials t ....

Members of the Rockport Select Board were recently presented with a number of options for how and where the municipality’s wastewater is processed in the future, ranging from maintaining existing intermunicipal agreements with neighboring communities to building two new wastewater treatment facilities in town. 
Nate McLaughlin, a principal at Saco-based firm Woodard & Curran (W&C) outlined five options for the board at its April 26 meeting. W&C had been hired by the Select Board in February to conduct a $10,000 study which included performing a sewer user charge/flow appropriation calculation, within which the firm would review the the rate structure pertaining to the interlocal agreements with Camden and Rockland. ....

As Captain's BBQ Case Against County Nears Trial, Details Emerge of Bitter Conflicts, Jockeying and Blunders

At the end of the latest hearing this afternoon in Captain’s BBQ breach-of-contract lawsuit against Flagler County, its landlord at Bings Landing, Circuit Judge Terence Perkins asked the two sides if they were ready to set a trial date. No, came the answer, pending depositions yet to be taken.
“Once you are, just notice it, we’ll put you on trial docket,” Perkins told the attorneys. So a case now approaching the two-year mark that flirted a few times with a settlement appears still headed for trial, with none of the essential conflicts resolved: Captain’s is arguing that the county illegally reneged on its contractual obligation to let Captain’s build a new, larger restaurant in the center of Bing’s Landing. ....

Rockport officials approve $5.8 million sewer extension

Members of the Rockport Select Board voted Feb. 22 to approve a $5.8 million sewer extension project which would extend the town’s sewer line from Sea Light Lane to South Street. The town received three bids for the project, and selected low bidder Nitram Excavation and General Contractor, Inc. of Benton, to perform the work for $5,846,748.
At the meeting the Select Board also approved a financing plan from Androscoggin Bank to purchase a $202,730 Daigle & Houghton Western Star 4700SF plow truck for the Public Works Department; Androscoggin Bank offered the town a seven-year loan at an interest rate of 1.89%.
Referred to as the Route 1 Wastewater Project, the scope of work Nitram Excavation will be performing includes laying approximately 8,000 linear feet of gravity sewer line, 7,400 linear feet of sewer force main and 6,400 linear feet of water main.  The project includes construction of two new wastewater pump stations.  ....
