New group calls for hedgerow-specific legislation to be introduced

A new national organisation, Hedgerows Ireland, is calling for specific legislation to be introduced to protect ‘Ireland’s rainforests’ – native hedgerow.
The group recently met with, and stated its concerns and aims to, Minister of State at the Department of Agriculture Food and the Marine (DAFM), Pippa Hackett and Minister of State for Heritage and Electoral Reform, Malcolm Noonan.
Its message was clear – it wants new legislation in the form of an amendment to the Wildlife Act that will specifically protect hedgerows.
According to the Teagasc Irish hedge map, Ireland is home to approximately 450,000km – or 6.4% of cover – of hedgerows, individual trees and non-forest woodland and scrub. ....

Poots to reduce cross-compliance penalties in NI


Northern Ireland Agriculture Minister Edwin Poots has announced plans to reduce cross-compliance penalties for 2021.
Statutory Management Requirements (SMRs) are requirements of area-based schemes such as the Basic Payment Scheme, Greening Payment and Young Farmers Reserve. The regulations cover the environment, climate change, public health, animal health and plant health and animal welfare, in addition to maintaining all their land in good agricultural and environmental condition.
Where the Department of Agriculture, Environment and Rural Affairs finds a cross-compliance breach at inspection, a penalty is applied to the scheme payment.
How are cross-compliance penalities calculated?
The cross-compliance penalty regime includes two penalty matrices which set out the penalties to be applied depending on whether a non-compliance is found to be either intentional or negligent. ....

'Green' CAP is set to radically shake up Irish farm incomes


A key feature of the CAP post 2020 proposals is the increased environmental ambition.
EU Agriculture Ministers agreed a Council General Approach on the CAP proposals at the end of last year. At the core of this agreement, which demonstrates the higher levels of climate ambition, are the new Eco-Schemes under Pillar I.
Countries will design Eco-Schemes based on their own analysis of priorities and the schemes will include precision farming, agro-forestry, and organic farming.
Farmers will be able to access the Eco-Scheme funds by undertaking additional actions and practices that go beyond existing environmental and climate requirements.
