Progressive Candidates Win Democratic Primary for State College Borough Council


Three progressive, first-time candidates are the apparent winners of the Democratic nominations for State College Borough Council, making them the front-runners for the three seats up for election in November.
Gopal Balachandran (1,663 votes), Divine Lipscomb (1,434) and Richard Biever (1,191) were the top vote-getters among the field of six candidates in Tuesday’s primary election, according to unofficial totals as of Thursday morning.
The trio, who ran together on the Central PA United slate, outpaced current Councilwoman Katherine Yeaple (1,123), current Mayor Ronald Filippelli (933) and former Councilwoman Catherine Dauler (843).
Of the approximately 500 mail ballots still to be adjudicated countywide as of Thursday morning, about 55 are from State College voters, Centre County Board of Commissioners Chair Michael Pipe said. Five military and overseas absentee ballots and fewer than 100 provisional votes countywide also are still left to be counted. ....

Unofficial Results Of Primary Elections In Centre County: SC Mayor, SCASD Board, SC Borough Council

As of 12:50 a.m. Wednesday, with all precincts partially reporting, unofficial results of the primary elections show Ezra Nanes leading Jim Leous by a two-to-one margin in the Democratic nomination for State College mayor. There is no Republican on the ballot for the seat. Any write-in candidates will take some time to be counted. 
Among the seven cross-filed candidates running for the State College Area School District Board of Directors, it appears Peter Buck, Carline Crevecoeur, Deborah Anderson, Jackie Huff, Michelle Glenn Young, and David Hutchinson will be on the November ballot competing for four spots.
Democrats Gopal Balachandran and Divine Lipscomb are leading in the primary for the State College Borough Council. The competition for the third slot is very close between Richard Biever and Katherine Yeaple, though Biever is ahead. Jacob Werner won the Republican nomination as the sole candidate on that ballot. Increasing Rain, Aging Infrastructure Lead Growing Number Of Municipalities To Adopt Stormwater Fees

David Pribulka, manager of Ferguson Township in Centre County, stood on a suburban street in late February, as snow melted and ran down a drain. The township recently adopted a stormwater fee, and he was pointing to one of the projects the fee will help pay for: a badly needed improvement to a drainage way. 
A lot of these storm pipes are undersized. So they become overwhelemed with stormwater particularly after significant rain events and flooding, Pribulka said. “It’s starting to erode the channel throughout. Much of the channel is immediately adjacent to residential properties, and people that are starting to see their own backyards get smaller and smaller every year.” ....
