OSHA Announces New Collection Initiative for Citation Penalties -- Occupational Health & Safety

This new initiative will see the agency issuing penalty payment letters to establishments that have been cited.

OSHA announced a new initiative that is designed to better collect citation penalties on December 22.
OSHA will implement a series of three penalty payment letters. The letters will be sent at seven, 30 and 60 days after a business fails to pay a penalty in a timely manner. OSHA will also contact establishments via phone 14 days after the payment is due.
“These steps will enhance the effectiveness of OSHA’s enforcement program,” said Eugene Scalia, U.S. Secretary of Labor. “The Department will ensure that firms with safety and health violations are held accountable and pay their debts to the United States Government.” ....

An agricultural company in Washington state was fined more than $2 million for numerous coronavirus safety violations, according to USA Today.
The fine is the result of a July investigation by the Washington State Department of Labor & Industries (L&I). An employee at Gebbers Farm Operations contacted (L&I) to report that a coworker died of COVID-19 and that workers who shared a cabin with that worker were not tested. ....

The New England Consortium Receives $6.6 Million Worker Safety Grant -- Occupational Health & Safety

The TNEC will continue to offer hazard training for workers with the help of the grant.

The New England Consortium (TNEC) at the University of Massachusetts Lowell was awarded a $6.6 million grant from the National Institute of Environmental Health Sciences to continue its worker training program.
The five-year grant will give the TNEC $1.3 million annually. Hazardous waste worker training will receive $1.13 million, while $194,000 will go to disaster preparedness training.
The TNEC is in partnership with the Civil Service Employees Association in New York and the Coalitions for Occupational Safety and Health in Rhode Island, Massachusetts, Connecticut and New Hampshire. It hopes to train more than 4,000 workers per year with the help of this grant. ....

A joint study by the CDC and National Institute for Occupational Safety and Health (NIOSH) reported that neck gaiters are just as effective as cloth masks.
Though neck gaiters were initially given a caution label by the CDC, the agency now believes that gaiters protect wearers from respiratory droplets that contain coronavirus when they have more than one layer of material. Research done by the University of Georgia showed that double-layered neck gaiters provide an 81 percent reduction in respiratory droplets.
“Many gaiters are single layers of fabric, but they can easily be folded up to create two or three layers, making them as good, if not better, than standard two-layer masks,” said Suraj Sharma, a professor at the University of Georgia. ....

The death of a California construction worker in June resulted in around $54,000 in fines for two construction companies.

Cal-OSHA cited two companies for their involvement in the June death of a construction worker who died after falling from the roof of SoFi Stadium, according to the Los Angeles Times.
Fabritec Structures and ZD Inspections were cited for “serious accident related” violations in early December. The companies received five citations between them, with penalties that add up to more than $54,000.
Fabric Structures’ citation has a suggested $22,500 penalty. The citation states that the company didn’t cover the opening it created, which resulted in the worker falling through it. ....
