Judge halts enforcement of St. Paul tenant protections

A federal judge on Monday ordered the city of St. Paul to stop enforcing a new tenant protection ordinance, writing that the city s limits on background screening of potential renters are likely unconstitutional.
A group of 18 landlords filed a lawsuit in February arguing that the policy, which took effect March 1, violates their speech, due process and property rights.
U.S. District Judge Paul Magnuson granted an injunction requiring St. Paul to halt enforcement of the ordinance while litigation is ongoing. In the order, he wrote that it is likely the landlords will win the case.
The ordinance, which was adopted unanimously by the St. Paul City Council in July, implemented new tenant screening guidelines that limit how landlords use an individual s prior evictions, credit scores or criminal history records to vet potential renters. ....

A group of landlords is suing the city of St. Paul, arguing a tenant protection ordinance set to take effect in March violates their constitutional free speech, due process and property rights.
The landlords also argue that new rules limiting their ability to consider past criminal convictions when screening potential renters pose a danger to their existing tenants and employees.

ST. PAUL, Minn. (AP) - The family of a man killed by St. Paul police six years ago is suing the department.
The aunt, mother and grandmother of Marcus Golden filed their federal lawsuit just before the statute of limitations was set to expire.
The 24-year-old Black man was shot and killed by police outside a St. Paul apartment building on Jan. 14, 2015. His relatives allege Officers Jeremy Doverspike and Dan Peck used excessive force in violation of Golden’s constitutional rights. The officers in that case were not charged.
The family is seeking compensatory and punitive monetary damages and other relief as the court deems appropriate, according to the lawsuit filed in district court.  ....
