Agreements Between Public Health Organizations and Food and Beverage Companies: Approaches to Improving Evaluation

Efforts in the United States and abroad to address the chronic disease epidemic have led to the emergence of voluntary industry agreements as a substitute for regulatory approaches to improve the healthfulness of foods and beverages. Because of the lack of access to data and limited budgets, evaluations of these agreements have often been limited to process evaluation with less focus on outcomes and impact. Increasing scientific scope and rigor in evaluating voluntary food and beverage industry agreements would improve potential public health benefits and understanding of the effects of these agreements. We describe how evaluators can provide formative, process, and outcome assessment and discuss challenges and opportunities for impact assessment. We explain how logic models, industry profiles, quasi-experimental designs, mixed-methods approaches, and third-party data can improve the effectiveness of agreement design and evaluation. What Contributes to COVID-19 Vaccine Hesitancy in Black Communities, and How Can It Be Addressed?

Although providing information about the vaccine is important and necessary for increasing trust, it is insufficient by itself to prompt behavior change.
Evidence to date suggests that the percentage of Black individuals who show COVID-19 vaccine hesitancy has stayed consistently high, relative to other racial and ethnic groups in the United States (US), since April 2020. Black communities in the US have suffered a long history of discrimination, racism, and harmful experiences on the part of the healthcare system, healthcare providers, and the US government. Due to the concern that lower vaccination rates among Black Americans would further widen COVID-19 inequities in diagnosis, hospitalisation, and mortality, these researchers conducted a survey of Black Americans, with follow-up interviews, to better understand the drivers of their reluctance.
