'It Needs to Change': Glastonbury Meets About Youth Crime Concerns – NBC Connecticut

Police dash cam video captured teens crashing a stolen car back in June. And earlier this month, a woman was shot at after she yelled at two people approaching her car in her driveway.
A Glastonbury woman was shot at after she shouted at two people she saw approaching her car in her driveway early Friday morning.
“The day where these juveniles are afraid of police, afraid of getting caught by the police are long gone,” said Glastonbury Police Chief Marshall Porter.
To help turn that around, some people believe new laws and actions are needed.
The Chief State’s Attorney is also pushing for changes. ....

HB 6671: Finally a step toward ending legal abuse in the juvenile justice system

Minors are legally abused in a system supposedly based on principles of fairness and equality because they are unaware of their rights. Innocent young people are exposed to traumatic experiences that not only harm their development but haunt them for life. The United States incarcerates young people at a rate higher than any other country with about 44,000 youths locked up behind bars. In Connecticut alone, 747 youths are detained awaiting trial, a majority of them minorities. Minors need their own lawyers in this system.
For juveniles, lawyers are not only necessary in the courtroom. Lawyers can help facilitate entry into programs which serve as alternatives to incarceration. Children are not meant to be locked up. They need education and productive activities to further their development. Defendants can now use the phone to connect with a public defender

The state’s Division of Public Defender Services recently launched a new telephone Helpline to connect public defenders with clients during a time when COVID-19 concerns still make in-person contact a tricky proposition.
The phone line, which went live this year and can be accessed at (860) 756-7840, is the latest outreach program made possible by the Coronavirus Aid, Relief and Economic Security, or CARES, Act passed by Congress last year.
The Public Defenders Cares Act Response, funded by the federal program, allowed public defenders during the summer to meet outside several Connecticut courthouses, including at Norwich, Danielson and New London, with potential clients. ....
