As I drive around the Makati Central Business District, I cannot help but notice the numerous “For Rent” signs outside many office buildings. I also see a lot of closed shops and recently vacated places, which just about a year ago were all bustling and teeming with people. I have also heard from friends who are property owners how they are now struggling for new tenants.
COVID-19 has taken its toll on businesses, and thus, on property owners, too. And the problem persists. The economic situation is even expected to take a turn for the worse as a result of the present surge in cases, and the ensuing lockdowns in NCR+ that have been implemented in reaction to it. For commercial property owners, perhaps the worst is yet to come. ....

COVID-19 infections in the country are feared to hit a new daily record of about 8,000 cases by the end of March. If this happens, then by the end of this month, we will be worse off than we were a year ago, when the country was first put on community quarantine because of the pandemic. All our efforts and sacrifices, and economic suffering, throughout this time, will have been for naught.
Worse, our healthcare system barely coped when we hit 7,000 daily cases in August 2020. Healthcare workers had to call for a timeout, and the government responded by reimposing stricter quarantine measures for two weeks. But as we hit 8,000 or more, it becomes uncertain if our hospitals can still address all the needs of COVID and non-COVID patients. ....

With the government starting to vaccinate people against coronavirus disease 2019 (COVID-19) this week, Trade Secretary Ramon M. Lopez said the economy could return to pre-pandemic levels earlier than 2023. That is, if the government can also help businesses find ways to go about their affairs despite existing quarantine restrictions in the meantime.
But how can we allow businesses to operate at higher capacity if in the business and financial district Makati City the number of active COVID-19 cases has gone up considerably in the last 10 days? From 261 on Feb. 21, active cases have gone up to 435 as of March 1. That’s a total of 174 cases in nine days, or an average of 19 new cases daily. ....
