Christiansburg councilwoman, now mayoral hopeful, in more clashes, faces reprimand


CHRISTIANSBURG — Councilwoman Johana Hicks is again under scrutiny, and her colleagues have drafted a resolution of reprimand.
The resolution against Hicks for what’s being considered as a code of ethics violation has been drafted and the Town Council plans to discuss the matter in the coming weeks.
The resolution, which says council has a duty to citizens to “avoid the appearance of impropriety,” is a culmination of ethical concerns other council members have raised toward Hicks over the past year. The document, for example, makes reference to some past social media comments from Hicks that her colleagues found problematic. ....

NRV passenger rail: Next steps not likely to include station near Christiansburg Aquatic Center


One matter is where a New River Valley station will be located.
Work led by the New River Valley Regional Commission recommended some years ago a spot near the Christiansburg Aquatic Center off of North Franklin Street, and the town bought land in that area primarily for that purpose. But a few people close to the passenger rail extension project now say it’s highly unlikely that will happen.
The state’s approximately $257 million investment into the Western Rail Initiative—the program that covers the planned return of passenger rail to the New River Valley and the upcoming addition of another train from Roanoke to Washington D.C.—includes the acquisition of right of way and track from Norfolk Southern Railway for just under 29 miles of the Virginian Line from the Salem Crossovers to Merrimac. ....

Power of local solar: SolSmart jurisdictions add hundreds of MWs across the U.S.


FYI: SolSmart is led by The Solar Foundation and the International City/County Management Association (ICMA), and funded by the U.S. Department of Energy Solar Energy Technologies Office. Launched in 2016, SolSmart is a national designation program designed to recognize communities that have taken key steps to address local barriers to solar energy and foster the growth of mature local solar markets. The program offers technical assistance at no cost to help local governments become “open for solar business.”
“Across the nation, SolSmart is helping communities reduce costs, shorten permit waiting times, and expand solar energy installations,” said Larry Sherwood, Administrator of The Solar Foundation and President and CEO of the Interstate Renewable Energy Council (IREC). “The success of this program shows that local governments have taken the lead in setting ambitious solar energy goals that boost economic development, sustainability, and job growth.” ....
