Child welfare enters debate over ‘divisive concepts’ legislation

State officials including the New Hampshire Child Advocate and the Commissioner of Safety have come out against controversial language in the budget trailer bill that critics say would hinder or discourage diversity and inclusion training, as the state Senate prepares to vote on the bill.
Child Advocate Moira O’Neill said the fair treatment of children of color in the juvenile justice system and federal grant funding for several state programs are at stake. She said the state is on the cusp of transforming its juvenile justice system and the restrictions in the bill would stall that progress. ....

For the past five or six years, Nashua Police Lt. Carlos Camacho has been teaching new officers about implicit bias, whether it’s an unconscious bias toward people of other races, genders, socioeconomic class or sexual orientation. As part of the training, he shows the officers how they tend to gravitate toward others they find commonality with, reveals the ways they perceive people who are different and encourages them to learn about those differences and find common ground with them. ....
