Why I voted to support a confounding Zoning By-Law (WA 26)
If zoning is an instrument of torture, then Brookline’s Zoning By-Law is a Stradivarius of exquisitely crafted, pain-inducing artisanship. Weighing in at almost 2 pounds, and over 200 pages thick, this finely tuned piece of complexity has Brookline’s 6.83 square miles carved up into 29 districts, sub-districts and special districts (each one the result of political and legal wrangling by various and not-always-innocent interest groups over decades); and inlaid with 71 different regulated uses and accessory uses. The word “except.  or variations thereof, occurs no less than 72 times, and the word “special” no less than 61. This baroque concoction is daily played upon by a small chamber ensemble of well-meaning or nefarious local lawyers, developers, planners and motley assorted activists, to create the cacophony of conflicting and ....
