New library raises questions over flood risk response in CBD

Should a proposal to build a new library next to Nelson’s largest river wait, until the country has a plan for adapting to the risks of climate change?
Climate Commissioner James Renwick said that was up to the community and Nelson City Council to decide.
But what the plan was for dealing with climate-related flooding in Nelson’s downtown area surrounding the proposed library, was the “real question”, he said. ....

Library decision commits city to millions in flood defences, lobbyists say

Nelson City Council’s support for plans to replace the city’s main library (pictured centre) with a new library, also within the riverside precinct, has come under fire from environmentalists.
Spokesman, geologist Aaron Stallard, said there was too much uncertainty about the flood risks at the site to “rush ahead” with the proposal.
Combined river flood and coastal inundation modelling due to be released by the council, needed to be made public, Stallard said.
Coastal indundation maps released four months ago, identified about 4500 properties as at risk from sea level rise scenarios.
Building a library on the site, at the corner of Trafalgar St and Halifax St, next to the CBD, would leave the council with little choice but to defend other people’s assets from flooding across the city, at huge cost, he anticipated. ....

Rising tides put up to 94 schools at risk of flooding and closures


A closed school is a headache for parents, children and teachers, yet planning appears to be scarce for up to 94 schools that could be affected by flooding as the tides rise.
New Niwa models show Canterbury, Bay of Plenty and Waikato schools are the most likely to be hit by coastal flooding caused by up to 1 metre of sea level rise.
Schools that could be in the flood risk zone after less than 50 centimetres of sea level rise include Napier Boys High, Kaiapoi High School and Opotiki College (see below for a full list).
The rising tides could create flooding around school buildings and roads, affecting children s ability to get to and from classrooms. Seawater in pipes could cause toilets and sinks to back up, according to Niwa research. Despite this, the Ministry of Education had minimal adaptation plans in place. ....
