Under the program, the county entered into intergovernmental agreements with the townships for structurally deficient bridge projects to be funded up to 90 percent by the county’s new endeavor. The municipalities are responsible for any remaining costs of each project.
The catalyst of the program is the $5 yearly local use fee attached to all registered vehicles in the county. The county obtained a large Pennsylvania Infrastructure Bank (PIB) loan, and the money collected from the local use fee is used to make the yearly payments on the PIB Loan. No general fund money is used to facilitate the program. ....

Borough, municipal authority preparing for paving work

Bedford Borough and its municipal authority are preparing for more than $1 million worth of street paving this summer.
Borough Council, during its meeting Monday night, approved using its liquid fuels funding as collateral to help the Municipal Authority of the Borough of Bedfordâs application for an about $820,000 loan from the Pennsylvania Infrastructure Bank program through the state Department of Transportation.
Tim Cooper said during the meeting that backing the authorityâs loan application would help move the process along faster.
âWe need to get this out to bid,â he told council. âIâm concerned about fuel prices.â
The municipal authority is looking to pave portions of about 30 streets at an estimated cost of about $815,000 to repair the streets dug up during the authorityâs water and sewer line project last summer. ....
