Inspector General report says 'no executive oversight' led to failure of proposed amendment for sex abuse victims

HARRISBURG – A new report from the Pennsylvania Department of State (DOS) credits a “lack of executive oversight” as the chief reason why a state constitutional amendment which would have retroactively extended the timeline for victims to file civil actions against their abusers, stalled in a procedural snafu that won’t see it be considered as a ballot question until 2023 at the earliest.
The proposed amendment,
House Bill 14, would have provided “an individual for whom a statutory limitations period has already expired, [to] have a period of two years from the time that this subsection becomes effective to commence an action arising from childhood sexual abuse, in such cases as provided by law at the time that [the legislation] becomes effective.” ....

Nearly 19K mail-in ballots requested in Luzerne County; all voters may vote in primary


As of Monday, 18,880 Luzerne County voters requested mail-in ballots for the May 18 primary election, county election director Bob Morgan said.
With 256 requests for absentee ballots received so far, that means 19,136 voters in the county have requested to vote by mail with five weeks to go before the primary.
Statewide, more than 587,000 voters have applied for mail-in ballots and more than 18,000 voters have applied for absentee ballots for the primary, according to the Pennsylvania Department of State.
This year, unlike most primary elections, some of those requests might come from voters registered with third parties or registered as nonpartisan.
Those voters may not select candidates in the Democratic and Republican primaries, but they may vote on four statewide ballot questions. ....

Republicans want Flynn removed from state Senate ballot


Two Scranton Republicans want state Rep. Marty Flynn thrown off the May 18 special election ballot for the vacant 22nd state Senate District seat.
Charlie Spano and Joe Albert — who used his full name, Arthur J. Albert in paperwork — contend Flynn never personally filed a valid financial interest statement on time.
Instead, a man named Luke Borwegen electronically filed Flynn’s financial interest statement March 18 and an unknown person filed an unsigned, written copy with the Pennsylvania Department of State a day later, their challenge says.
Borwegen is Flynn’s campaign manager, but Albert and Spano say Borwegen is neither a candidate nor a public official. That and the unsigned copy mean Flynn personally never filed a financial interest statement in time as required by the state Public Official and Employee Ethics Act, according to the challenge they filed Thursday asking the state Commonwealth Court to remove Flynn as a candidate. ....
