Alaska House fails key vote affecting dividend, programs

JUNEAU, Alaska (AP) The Alaska House late Tuesday passed a state budget that would result in a $525 dividend to residents this year and leave in doubt funding for a number of programs and infrastructure projects after it failed to garner sufficient support on a key vote.
House leaders left open the potential for continued talks or even possibly another vote as the special session neared its end. Special sessions can last up to 30 days. That limit would be reached on Friday.
“We’re gonna look for a resolution that we can all live with and be happy with, and the people of Alaska will be very grateful to us,” said House Speaker Louise Stutes, a Kodiak Republican. ....

FAIRBANKS, Alaska (KTVF) - Alaska may have a new state holiday.
On Monday, March 18th, the Alaska House of Representatives voted to establish “Vic Fischer and Jack Coghill Constitution of the State of Alaska Day.”
The holiday on April 24th would honor members of the Alaska Constitutional Convention and the ratification of the state constitution in 1956.
The bill passed in the State Senate on April 23rd of this year.
However, controversy arose over naming the holiday after Fischer and Coghill.
Republican Steve Thompson, Representative for District 2 said, “Yes, Jack Coghill and Vic Fischer were members, but no more instrumental than all of the delegates and staff.” ....

JUNEAU The Alaska Legislature is on track for a 121-day legislative session, and some lawmakers are interested in a further extension as they consider how to spend more than $1 billion in economic aid approved by Congress.
The Legislature almost certainly will remain in session past April 18, the deadline for legislative sessions in state law, a fact that caused some verbal sniping on the floor of the House of Representatives this week.
“I’m curious to know whether the House will … simply pass day 90 without any mention or fanfare and simply continue as though Alaska Statute 24.05.150 does not exist,” said Rep. David Eastman, R-Wasilla. ....

JUNEAU A dispute over anti-COVID policy in the Alaska Senate appeared to reach resolution Monday, but another arose in the state House on the same day that two more people tested positive for COVID-19 in the Alaska State Capitol.
Sen. Lora Reinbold, R-Eagle River, wore a CDC-compliant facemask Monday in the Capitol, ending a weeklong dispute that saw her removed from committee hearings and told to leave the floor of the Alaska Senate.
Reinbold had previously declined to provide proof of a negative COVID test and wear a mask that follows the Capitol’s rules.
“What you’re seeing this morning is the Senate organization is 100% compliant on following the rules of the COVID-19 mitigation policy,” said Senate President Peter Micciche, R-Soldotna, as he left the Senate chambers next to Reinbold. ....
