Group proposes village, community center for homeless veterans to be built in vacant Harrisburg park

Veterans Outreach of Pennsylvania plans to build the 15-unit village at 311 S. River St.
The property is near the PennDOT building at 1101 S. Front St., Paxton Creek and the Susquehanna River. A portion of the Capital Area Greenbelt runs through the property.
The 12-by-14 foot detached houses would contain the basic necessities a sleeping area, a half bath, a desk, a small sitting space, etc. A 6,000-square-foot community center would have meeting space, a dining area, activity rooms, a laundry and other amenities, according to The Burg. There will be 15 parking spaces to serve the village. ....
