From building sea walls to nurturing “living” seashores, an array of potential solutions to rising sea levels have been discussed by local authorities up and down the coast, but all are expensive and none had come up with a way of addressing the cost - until now. Under a proposed state bill, a “revolving” fund would be set up to provide soft loans for cities to buy vulnerable seaside properties from willing sellers, and then rent them back to the owners or tenants for as long as they remained habitable. The proposal has been billed as the first strategic attempt to address the task of moving coastal cities back from rising seas, and it could also help local government leaders maintain the stream of revenue with rental income. ....

On September 30, 2021, certain COVID-related suspensions of filing, noticing, and posting deadlines and tribal consultation timelines mandated by the California Environmental Quality Act (CEQA) and CEQA Guidelines and certain provisions concerning the conduct of public meetings subject to the Bagley-Keene Open Meeting Act and the Brown Act are set to expire. Executive Order N-08-21, signed by Governor Gavin Newsom on June 11, 2021, sets an end date for these pandemic-related suspensions.
Given these changes, our clients should ensure that as of September 30, 2021, all CEQA documents adhere to the procedural and tribal consultation requirements outlined in CEQA and its implementing Guidelines, and that public meetings are conducted consistent with the applicable rules. 2020 California Citizens Redistricting Commission hires Anthony Pane as Chief Counsel


This week, the 2020 California Citizens Redistricting Commission (Commission) announced the hiring of Anthony Pane as Chief Counsel. Mr. Pane joins the Commission from the California Department of Consumer Affairs (DCA), where he managed the day-to-day activities of attorneys and advised Board/Bureaus on Bagley-Keene requirements among other things.
“The Commission is fortunate to have Mr. Pane join our team,” stated Chair Alicia Fernández. “He brings a wealth of experience working for state agencies and advising on Bagley-Keene Open Meeting Act adherence, the state law that ensures the Commission functions in a transparent manner. He will also advise the Commission on state and federal laws governing the redistricting process.” ....
