SACS' Downs to lead new graduate programs at Trine


ANGOLA — A prominent area educator and administrator will bring more than three decades of experience to establish and lead new graduate programs in Trine University s Franks School of Education beginning this fall.
Phil Downs, who announced plans to retire as superintendent of Southwest Allen County Schools earlier this year, will join Trine as director of education graduate programs and accreditation.
At Trine, Downs will oversee development of new graduate programs within the Franks School of Education, and ensure the school meets requirements for accreditation by the Council for the Accreditation of Educator Preparation and the Specialized Professional Association programs.
Downs was named Indiana s Superintendent of the Year in 2020. ....

Hamilton opposes proposed school funding legislation


HAMILTON — The Hamilton Community Schools board Monday approved a joint resolution with the Hamilton teachers association against proposed legislation expanding vouchers and creating Education Savings Accounts.
Superintendent Anthony Cassel said the proposed legislation allows parents to opt out of public schools by providing a taxpayer-funded debit card valued at $5,000 to $7,000 that can be spent on private schools, home schooling, tutoring or any number of private education products and services.
The proposed legislation also would expand the annual income limit for families eligible to use vouchers, Cassel noted.
“They’re expanding benefits for the upper class,” Cassel said.
“The original intent of vouchers and school choice .. often had to do with the bigger cities, giving the students choices that were in failing schools a viable option. They’re now looking at expanding the annual income limit for a household of five from $85,000 ....

Superintendent suit heading to jury trial


ANGOLA — A local judge has set the first trial date for a breach of contract case involving Superintendent Brent Wilson and the Metropolitan School District of Steuben County s Board of Trustees, scheduling the matter to go before a jury on July 27.
Online court information shows Steuben Superior Court Judge William Fee set the trial date Tuesday after a telephonic pretrial conference with Wilson s attorney Linda Pence, and the district s counsel, Matthew Elliott, even as he ordered both parties to return to mediation. The pretrial conference was held in the judge s chambers and was not open to the public.
Wilson, who has been the district s superintendent since 2006, sued the Board in March 2020, alleging breach of contract after it voted in August 2016 to remove an automatic rollover provision that previously provided Wilson with a never-ending five-year contract. ....
