Had it not been for the Ferguson uprising, the deaths of these Black men would have likely gone unnoticed, except for a small, dedicated group of activists who have been tracking police shootings since the 1960s.
They’d long been troubled by the local police’s treatment of Black residents and its culture of impunity, the opaque investigations and the often mind-boggling conclusions such as the finding that the killing of 25-year-old Cary Ball Jr., shot 25 times at close range in 2013, was justified. ....

AMHERST An unarmed and civilian program whose workers would respond to many calls for service in place of town police officers is being proposed by the Community Safety Working Group. The group is also proposing a robust Civilian Oversight Board to monitor police.
At its meeting last week, the working group, created by the Town Council to address racial inequities in policing, finalized the idea of creating a Community Response for Equity, Safety and Service, or CRESS program, at a cost of $2.2 million. The seven-member panel approved the recommendations unanimously. ....

ST. LOUIS On her first full day in office, St. Louis Mayor Tishaura Jones took the first step toward fulfilling her campaign promise to close the city’s jail known as The Workhouse.
“Since 2016, I have called for the closure of the Workhouse due to inhumane conditions, including broken plumbing, inadequate medical care, moldy food and contaminated water; not to mention a toxic culture of abuse, retaliation and neglect among correctional staff, Mayor Jones said in a news release Wednesday afternoon. The injustice caused by these dehumanizing conditions are compounded by the fact that most city detainees have not been convicted of any crime, with an average length of stay running longer than 300 days. ....

The St. Louis Civilian Oversight Board was founded in 2015 as a check on police power in the wake of the fatal shooting of Michael Brown in Ferguson. But despite more than 50 police shootings in the city over the last five years, the police department hasn’t provided the board materials to review a single case.
As a result, the oversight board has been unable to fulfill one of its most critical responsibilities, and the one that precipitated its founding: to prevent the department from mishandling investigations of police violence. ....
