Prime Minister Scott Morrison said the number of international arrivals allowed into Australia would increase as of this month, as questions were raised about "human error" in hotel quarantine.
Caps for overseas flights will be expanded for NSW, Queensland, Victoria and South Australia from February 15, Mr Morrison said.
"We must remember that our borders are actually shut," he said, following a national cabinet meeting.
"No-one can just come to Australia. To be able to come to Australia, you need to be an Australian resident or citizen, or have a particular exemption in a particular occupation or something of that nature, which is handled through Border Force, to enable someone to come.

Mark McGowan is accused of imposing harsh five-day shut down to boost his election chances

Peter Dutton has accused Mark McGowan of imposing a harsh five-day lockdown in Western Australia to boost his chances of re-election.
The premier on Sunday imposed stay-at-home orders for 80 per cent of the state's population after a single hotel quarantine security guard caught coronavirus.
The Home Affairs Minister said Mr McGowan had over-reacted because he doesn't want to jeopardise his chances at the polls in March if more infections emerge.

In response to the reported case of COVID-19 in a West Australian quarantine hotel security guard, who has been infectious while in the West Australian community, NSW Health is taking the following action.
To help control the spread of the infection, a new Public Health Order places travellers from Western Australia coming to NSW since 25 January under the same ‘stay-at-home’ restrictions as they would have faced had they stayed in Western Australia.
Passengers who arrived in Sydney on a flight from Perth this evening have been screened for symptoms of COVID-19, and asked if they attended any of the venues of concern identified by WA Health. None of the passengers have reported being at any of those venues.
