Soldier accused of raping two women in 2016 at Killeen pool found not-guilty of one allegation

A Bell County judge this week decided to reduce the bond of a Florida man accused of raping a woman at a Killeen apartment complex pool more than four and a half years ago.
After hearing arguments, Judge John Gauntt reduced one bond that had been set for Steven E. Swearingen III, in an unindicted sexual assault charge, from $50,000, to $10,000. Gauntt left the bond the same for a sexual assault case that has been before a grand jury, but he indicated that he might reconsider reducing the $50,000 bond once he has more information.
Prior to the remote hearing, Swearingen, 24, of Homestead, Florida, was held on bonds totaling $100,000. As of Thursday, his bonds totaled $60,000, on two second-degree felony charges of sexual assault, although the state’s prosecutor indicated during the hearing that there will not be a prosecution of one of those cases after a military court found Swearingen not guilty. ....

Prosecutor General Yoon Seok-youl on Wednesday denounced the ruling bloc’s push to create a new separate investigation agency, warning the move will lead to a “situation where corruption becomes more rampant.”
Some observers say the top prosecutor’s strong criticism against the establishment of a new investigation agency suggests that Yoon might be planning to run for the presidency.
However, Yoon avoided answering questions about whether he is planning to enter politics after his term ends, saying, “This is not the right place to talk about it.” He did not respond to the possibility of resignation. ....

Judge reduces bond of woman accused in Killeen child endangerment cases

A Bell County judge reduced two bonds that had been set in the case of a woman accused of letting two of her children live at her Killeen home in dangerous and unsanitary conditions, with an investigator testifying during a hearing that children’s juice boxes were stored next to Drano and that the children tested positive for methamphetamine.
Jennifer Renea Elliott, 27, and co-defendant and partner Joshua Timothy Rhoads, 35, both of Killeen, were indicted on Oct. 28, 2020, two state jail felony charges of abandoning or endangering a child by criminal negligence. A young man with autism stands accused of harming a kitten, but contradictions and discrepancies abound

Editor’s note:
This is a distillation of a larger true-crime story the authors have been working on for more than a year.
Matthew Schniper and Lauren Hug were initially approached by the father of a young man on the autism spectrum to investigate his son’s experience with the legal system. Christian had been charged with animal cruelty and accused of domestic abuse. Concerned about discrepancies in the case file, the father hired Schniper and Hug to look into the matter. Their inquiry ultimately led them into a deep exploration of the intersection of autism, animal welfare, domestic violence and criminal justice. ....
