ARTA urges LTO to remove TPL

ARTA Secretary Jeremiah Belgica said that TPL is already covered by a Comprehensive Automotive Insurance Policy.

“I implore them to look into it and reconsider waiving the requirement provided that the vehicle owner can show proof of comprehensive insurance,” he said.
Belgica explained that eliminating overregulation and unnecessary requirements would reduce the burden on the transacting public, streamline the vehicle registration process, and promote good regulatory principles.
“This is all in line with our intensified campaign against fixers through entrapment operations,” said Belgica on LTO, which is known for a haven of fixers. ....

Service and Repair Enterprises welcome the extension of renewal of accreditation

MAKATI CITY, Mar. 5 The Department of Trade and Industry (DTI) has given the Service and Repair Enterprises (SREs) more time to renew their accreditation. SREs, whose accreditation expired last 31 December 2020, are given until 31 March 2021 within which to renew their accreditation pursuant to Memorandum Circular 21-03, “Grant of Grace Period on the Filing of Applications for Renewal of Accreditation of Service and Repair Enterprises”.
The additional two-month extension gives leeway for SREs in compiling their application documents. Mr. Eduardo Tagle, Operation Director of Dynamics Circuit Technology Philippines Inc., an accredited Electronics 1-Star SRE, commended DTI on the good service and on extending period for renewal of application. ....

SENATE APPROVES REPORT TO HALT AND INVESTIGATE PMVICs
The Senate adopted the committee report of the Senate committee on public services led by Sen. Grace Poe recommending the Department of Transportation s (DOTr) Department Order 2018-019 and all related issuances to be officially repealed.
While the fees have been lowered for now and testing seems to have been made optional, the implementation of this flawed program must be stopped definitively pending the resolution of issues hounding it, said Poe who heads the committee on public services.
Poe earlier submitted Committee Report No. 184 citing flaws in inspection standards, errors in test results, and the lack of transparency in the accreditation process. ....

I put forward the report of the committee on public services which on Feb. 09, 2021, conducted a hearing on the operation of Private Motor Vehicles Inspection Centers or PMVICs.
Back in 2018, the DOTr decreed that the physical inspection of vehicles, which was previously conducted by the Land Transportation Office, along with an additional battery of tests, 73 in total, shall now be conducted by Private Motor Vehicle Inspection Centers which it will accredit outside the usual modes of procurement.
As mentioned in the report, the main objective of the committee hearing was to shed light on the issues currently hounding the operation of PMVICs. Nang matapos ang hearing, naging mas malinaw na hindi lamang pala iilan ang problemang kinakaharap dito. Kaya ang naging resoluyon ng komite ang polisiya mismo ang may problema. ....

PMVIC owners agree to lower inspection fees – Manila Bulletin

Private Motor Vehicle Inspection Center (PMVIC) owners on Feb. 11 heeded the call of Department of Transportation (DOTr) Secretary Arthur Tugade to lower their current inspection fees for private vehicles from P1,500-P1,800, to P600 while there is a pandemic.
Despite lowered fees, the process will still cover all 73 inspection items, including smoke emission, for a comprehensive test of a vehicle’s roadworthiness.
Meanwhile, the inspection fee for motorcycles will also be lowered to P500 and P300 for public utility jeepneys.
PMVICs also agreed to waive re-inspection fees for private and public utility vehicles (PUVs) for one year. ....
