Heart of Fairfield mural pilot project takes administrative step
FAIRFIELD The City Council gave the city manager the authority Tuesday to enter into facade and mural site agreements with private property owners as part of the Art in Public Spaces Pilot Project in the Heart of Fairfield.
The agreement allows the city to take whatever preparation steps are needed to install a mural on an exterior wall of a private commercial property and protect it from “unauthorized modifications.”
The agreement also allows the city to maintain the artwork “related to vandalism, graffiti, and/or needed repair during the term” of the contract, which is typically 10 years. ....

Solano board acknowledges Peace Officers Memorial Day
FAIRFIELD The Solano County Board of Supervisors on Tuesday recognized May 15 as the 59th annual commemoration of Peace Officers Memorial Day and recognized May 9-15 as National Police Officer Appreciation Week in Solano County.
The last peace officer in Solano County to die in the line of duty was California Highway Patrol Officer Kirk “Hollywood” Griess on Aug. 10, 2018.
Griess was 46. He left behind a wife, Keri, daughters, Kadi and Kaci, and son, Kole. The former Marine is buried in the Sacramento Valley National Cemetery near Dixon. ....

Solano County recognizes Asian, Pacific Islander communities; condemns recent hate crimes
FAIRFIELD The Solano County Board of Supervisors became the latest group Tuesday to condemn the recent hate crime attacks on Asian and Pacific Islander Americans.
The action was taken as part of the board’s recognition of May as Asian-American and Pacific Islander Heritage Month.
The hate crime resolution states, “The Solano County Board of Supervisor hereby affirms that our county:
“1) Stands united in condemning and denouncing any and all anti-Asian and Pacific Islander sentiment in any form;
“2) Condemns all manifestations of expressions of racism, and anti-AAPI or ethnic intolerance; ....

City Council raises concerns about Shelter Solano, but backs CDBG action plan
FAIRFIELD A divided City Council on Tuesday approved the 2021-22 Community Development Block Grant annual Action Plan, which included an amendment for $151,332 in federal CARES Act funds for operations of the Ohio Street Transitional Housing for homeless individuals at high risk for Covid-19.
The vote was 5-2 with Councilwomen Pam Bertani and Catherine Moy dissenting.
The city is slated to receive $834,203 with the maximum of $143,317 designated for allocations in the Public Service category.
There were concerns about the public outreach seeking comment on the plan.
Bertani also raised concerns about how much funding was being allocated to Shelter Inc., which runs Shelter Solano on Beck Avenue, which she said is “underperforming.” ....

Clean audit report for City of Grand Rapids


The City of Grand Rapids received a clean preliminary opinion regarding finances during a work session of the Grand Rapids City Council on Monday, April 26. 
According to David Mol, a partner with Redpath & Co., Ltd., the city’s auditing service, a comprehensive annual financial report and report on internal control and legal compliance report will be completed and presented in May. 
For the past 28 years, the City of Grand Rapids has been awarded the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada (GFOA). 
Key findings in this year’s audit show the city’s property tax collection rate in 2020 was 99.26%. The special assessment collection rate was 90.7% for 2020. The fund balance of the city’s General Fund increased $720,900 during 2020. Revenues exceeded the budget by $1.2 million and expenditures exceeded the budget by $633,000. The General Fu ....
