Every year when property tax bills are issued, I hear people complaining about how costly their taxes are. Yet, these funds are essential to cover the cost of municipal services. One of the most costly services is trash/recycling pickup, transportation and disposal. Maine’s taxpayers pay $16 million to $17.5 million per year to manage packaging waste either through recycling or disposal.
Packaging makes up nearly 40% of our waste stream, and much of it isn’t designed with recycling in mind. L.D. 1541, An Act To Support and Improve Municipal Recycling Programs and Save Taxpayer Money, is being considered by the Legislature. Maine towns and cities, like Waterville, could be reimbursed for the cost of operating their municipal recycling program. That’s why the Waterville City Council and 24 other Maine municipalities endorsed the policy earlier this year. ....

A whopping 8 million tons of plastic winds up in the ocean each year, endangering wildlife and polluting ecosystems. This number is expected to grow a recent report from Pew Charitable Trust suggests that without improvements to waste management, 90 million tons of plastic could enter the world s aquatic ecosystems by 2030. Plastics have even been found in people s bodies and in the air.
The problem has only worsened during the COVID-19 pandemic. In addition to the necessary increase of single-use plastics for personal protective equipment (PPE) such as face masks and shields, some governments and business have delayed or scrapped plastic bag and packaging bans. Prior to the COVID-19 pandemic, WRI and UNEP found that more than 100 countries regulated single-use plastic bags. ....

Alarm as packaging consultation predicts £2.7bn EPR cost
The predicted £2.7bn costs of extended producer responsibility (EPR) for post-consumer packaging waste would undermine industry investment to make packaging more eco-friendly, according to one trade body responding to the Government s EPR consultation.
The consultation was launched on 24 March this year and will run until 11.59pm on 4 June. EPR puts the responsibility for packaging and packaging waste, including the costs for green packaging design and disposal squarely on the shoulders of producers.
Extended Producer Responsibility for Packaging
Following strong support, Government committed to introduce packaging Extended Producer Responsibility following a further consultation.​ ....
