A MEASURE undertaken by the government of India illustrates how unimaginative governments can be; especially in not reckoning with public reaction. On July 8, the government of India formed the ministry of cooperation. It was announced that the new ministry would be headed by Home Minister Amit Shah. Evidently, it was thought that he had lots of time to spare.
According to the Indian government, the ministry of cooperation “will provide a separate administrative, legal and policy framework for strengthening the cooperative movement in the country”. It is also meant to boost the “ease of doing business” by improving processes, and to enable the development of multi-state cooperative banks. As reported, “the MSCBs have now been solely taken under the Reserve Bank of India for regulatory purposes”. ....

Covid has disrupted normal meetings of co-op bodies
In the wake of Covid surge, several co-op societies are not able to meet their schedule and hold meetings as per the law. Responding to the challenge the Maharashtra cabinet has offered them a reprieve.
The Cabinet passed a proposal to amend the Cooperative Societies Act 1960 to ensure that members will not lose their voting rights during the next elections to their respective societies, reports PTI.
As per the current provisions of the law, a member must attend at least one meeting of the cooperative society in five consecutive years, failing which he is deemed inactive and loses rights to vote. ....

Maha Co-op elections disrupted due to Covid upsurge
Given a fresh surge in COVID-19 cases, the Maharashtra government, recently postponed elections to cooperative bodies, including housing societies till August, 2021, reports Free Press Journal.
As per the last order issued in February, 2021, these elections were postponed till March 31, 2021. However, those cooperative bodies are exempt from the order which are permitted by the country’s apex court to hold elections.
The government has postponed the elections under Section 73 CC of the Maharashtra Cooperative Societies Act, 1960. ....

MUMBAI: The Maharashtra state cooperative appellate court has said a tenant or a leave and licence holder has the right to park their car in the space allotted to a member on the society premises. It has “temporarily restrained” a cooperative housing society at Nepeansea Road from preventing a flat owner from allowing a person who had rented his flat to use his parking slot, reports Swati Deshpande.
The February 9 judgment said that the only question that arose for consideration was “whether the licensee can enjoy the alloted parking space which is allotted to.the member of the society?” It added, “A car parking space allotted to the owner can be used by the tenant as he has full rights over it.” ....
