Inverness revises rules for new service in drought

Plans for a new home have prompted the Inverness Public Utility District to update its rules for new water connections during a drought. If the latest version of regulation 117 is approved, property owners would be allowed to connect to the water system only if they agree to defer landscaping.
The change is one of many that water districts are making these days as suppliers grapple with how best to conserve water amid a historic drought. Banning new connections is one way, but it is largely symbolic when compared to conservation measures by existing customers.
“We know the big draw in our usage is outdoor watering, not toilets, so why not make it easier for the handful of folks that are affected?” said Wade Holland, the district’s customer services manager. ....

Green light for Bolinas affordable housing development

An eight-unit affordable housing complex planned for downtown Bolinas has received permits from the Marin County Planning Commission, which issued the approval despite pushback from community members primarily concerned with the project’s size.
In a 5:1 vote, commissioners on Monday approved the coastal permit, use permit and design review requested by Bolinas Community Land Trust. The proposed development at 31 Wharf Road includes two complexes comprised of four 1,350-square-foot, three-bedroom units, four 945-square-foot, two-bedroom units and two commercial spaces at street level. The housing will be dedicated to those who qualify as low and very low-income. Although some public commenters expressed discontent with the design, the majority voiced the strong need for affordable housing in Bolinas. ....

Point Reyes lights obscure stars, village association says

The Point Reyes Station Village Association wants to restore the visibility of the night sky.
A new lighting review committee met earlier this month for a night walk and identified several buildings with lights that do not follow the town’s community plan. Now, they are reaching out to the building owners, requesting that they install more discreet lighting.
Wells Fargo is the most egregious offender, with 12 bulbs shining into its parking lot. West Marin School, the fire station, the gas station, the Livery Stable and Side Street Kitchen were also identified as having problematic lighting.
Preserving the ability to stargaze is a tenet of the Point Reyes Station community plan, which is used by county planners to evaluate permits. The plan, established in 1976 to accompany the Marin Countywide Plan, is legally enforceable.
