A worker in downtown Jacksonville crosses Bay Street hanging onto her umbrella as late-afternoon bands of strong wind and rain from Tropical Storm Elsa buffeted the area Wednesday.
A wet, windy and disorganized Tropical Storm Elsa blew through the Jacksonville area Wednesday.
The extent of the damage was unclear Wednesday evening, but one motorist was killed by a falling tree on Roosevelt Boulevard, the Jacksonville Fire and Rescue Department said.

Elsa: Jacksonville, Florida, faces flash flooding when tropical storm hits


Tropical Storm Elsa is coming, with the first waves of wind and rain Tuesday night, then worsening Wednesday, Mayor Lenny Curry warned with city leaders.
Gathered in the Duval County Emergency Operations Center at noon Tuesday, the mayor said it will be wet and windy as Wednesday dawns on the city.
While we are on the edge of the cone and not expecting widespread damage, there is a chance for flash flooding, strong winds, tornadoes and severe thunderstorms, Curry said.
