Governor Charlie Baker on Thursday signed into law a police accountability bill that creates a civilian-led commission with the power to certify officers, investigate claims of misconduct, and revoke the certification of officers for certain violations.
The law also bans the use of choke holds, bars officers from shooting into a fleeing vehicle unless doing so is necessary to prevent imminent harm, and limits the use of so called no-knock warrants. ....

As the year and legislative session come to a close, Gov. Charlie Baker on Thursday signed into law legislation creating a police accountability and oversight system under which officers need to be certified every three years and can lose their certification for violating to-be-developed policing standards.
As the country reacted to the killings of George Floyd and Breonna Taylor at the hands of police officers this summer, policing reform was catapulted to the top of Beacon Hill’s priority list and lawmakers set out on what would become a complicated, circuitous and, at times, controversial path to address police violence and some of the disproportionate impacts communities of color experience from law enforcement, and to bolster the state’s oversight of police officers. ....

Compromise police reform bill heads to Massachusetts Gov. Charlie Baker’s desk

Lacking a veto-proof majority in the House, lawmakers advanced a compromise policing proposal Tuesday and Wednesday and plan to send it to the governor’s desk with concessions in police training, bias-free policing and facial recognition.
The redrafted proposal re-enacted by the Senate and House on Wednesday lets public safety officials in the Baker administration retain control of police training and loosens restrictions on facial recognition, allowing officers to access the technology through a written request in certain situations.
Lawmakers pushing for a police reform bill acknowledge they didn’t get everything they want, but above all they have a bill that Gov. Charlie Baker plans to sign. ....

Lawmakers return policing bill to MA Gov. Baker


BOSTON The policing reform bill that grabbed Beacon Hill s attention midway through 2020 is back on Gov. Baker s desk, awaiting his expected signature.
The House voted 107-51 and the Senate took a voice vote to re-enact the bill, which has drawn strong opposition from police but maintained the momentum that grew over the summer out of outrage over police violence toward Blacks Americans.
Baker had returned the bill to the Legislature, which incorporated some of the changes the governor sought via amendment.
The bill (S 2963) is designed to ensure accountability in policing by requiring officers to be certified and regulated by an independent, civilian-led commission. Among many other things, it bans the use of chokeholds, establishes limits on the use of rubber bullets and tear gas, creates a duty to intervene to prevent officer misconduct, and calls for a task force on body cameras, and commissions to address structural racism in parole, probation and correctional s ....
