EDWARDSVILLE A civil lawsuit was filed Thursday by Madison County’s former administrator Doug Hulme and Information Technology Director Robert Dorman against Alton, Edwardsville, Granite City and Collinsville.
The two-count suit, filed April 15 by attorney Edward Moorman, alleges the cities provided manpower to an “anti-corruption task force” whose investigation led to the county’s firing of Hulme and Dorman in April 2020.
The suit claims the officers involved “intentionally and unjustifiably induced a breach of said employment contracts by specifically calling for the termination of each plaintiff’s employment and by making false and unsupported accusations of improper conduct and in some cases alleged criminal misconduct.” ....

filed a lawsuit in Madison County Circuit Court naming the Cities of Edwardsville, Alton, Granite City, and Collinsville as Defendants for their part in the Madison County Public Corruption Task Force as

Plaintiffs are seeking damages in excess of $100,000.00.

At all relevant times herein, the plaintiffs and each of them had a valid and enforceable employment contract with Madison County, Illinois, an Illinois municipal corporation.
The conduct complained of herein was committed by Madison County deputy sheriffs who were members of a public corruption task force which was made up of sheriff’s deputies employed by Madison County but who also were agents and employees of the defendants herein, each of which contributed to their pay and in part directed their conduct and therefore Defendants are legally respons ....

EDWARDSVILLE – Former Madison County officials Doug Hulme and Rob Dorman say they continue gathering evidence that proves a two-year-long criminal investigation of them was started because they tried to stop Democratic Party political activity on county time.
Illinois Attorney General Kwame Raoul, who investigated Hulme and Dorman for allegedly spying on internal emails of county officials and employees, ended the case in late 2019 after finding no basis for bringing charges.
Since then, through multiple Freedom of Information Act (FOIA) requests, Raoul’s office has released to Hulme and Dorman more than 2,000 pages of documents related to the investigation initiated by former state’s attorney Tom Gibbons, a Democrat. Gibbons assembled a task force of 33 city, county and state law enforcement officers in December 2017, which then carried out a ....
