Montana Lawmakers Focus in on Capturing Film Industry Dollars

For two whole days in October, the sounds of shattering glass and blood-scrubbing brushes rocked Ruby’s Cafe in Missoula a charming, 40s-style diner owned by Brenda Hallas. She spent the days in her basement office, listening to the chaos without a worry in her mind. In fact, given the chance, she said she’d invite the noisemakers back for another round.
“I really hope if something comes up again, and they need a diner again, they’re going to call us,” Hallas said in a phone call. “I want to have a rapport with these people.” ....

'This is triage': Legislative crunch poses challenges to participation


It’s part of Shawn Reagor’s job to distill information for lawmakers and bring to the forefront human stories that illustrate complex policy. But the pace at which the Montana Legislature heard, advanced and dispatched bills in the last week made that a challenge.
“We have a spreadsheet of everything and I’m having a hard time keeping track,” said Reagor, program director with the Montana Human Rights Network. “For any member of the public to be able to keep track and know who to contact and when and what to say? It makes it really difficult.”
Early in the week, Reagor testified on a bill that was one of 20 heard by the House Judiciary Committee in a single day. The session is careening toward the transmittal deadline, which is the cutoff for policy bills that don’t deal with money to advance from their original chamber or face defeat. ....

Montana livestock producers and meat packers have a beef with how Montana grown meat is processed, and several, including Montana’s Speaker of the House, want to reinvent the system.
Their idea, presented in House Bill 336, would forge an interstate compact or agreement between willing states that would adhere to the same regulations as federally inspected meat-packing plants so that packers and ranchers could market products across state lines. Currently, in order to transport meat across state lines it has to be processed in a federally-inspected facility. Critics say the cumbersome process, run by the U.S. Department of Agriculture, is set up ....

Rep.Wylie Galt, R Martinsdale, has introduced HB 505, a goldmine for landowners and outfitters, which intends to take licensing of non-residents out of the hands of Fish, Wildlife and Parks. This bill would establish landowner licenses for, not only cows, but also for bulls.
A new license, Class B-13, is a landowner-sponsored non-resident elk combination that would allow a landowner to sponsor up to 10 license applicants pursuant to this section if the landowner owns 640 acres or more contiguous acres within a hunting district.
