Rolling power outages forced San Antonio resident Rafael Garcia, 25, to ration the power from his medical equipment during winter storms the week of February 15, 2021.
Like many Texans, Rafael Garcia couldn t sleep while his power was out last week.
He wasn t just cold. He was afraid he d stop breathing in the middle of the night.
“I had gone a full 24 hours without my breathing treatments, which keep my airwaves open. I remember thinking, ‘OK Ralph, you gotta keep breathing. You can’t have an asthma attack. You can’t panic.’”
The 25-year-old disability rights advocate from San Antonio has spinal muscular dystrophy. ....

It s been emotionally exhausting, she said. Not knowing if we’re going to have power to supply my ability to breathe is terrifying.
No emergency services could refill her oxygen tanks, and because her lung disease puts her at high risk for COVID-19 going to the hospital wasn t an option. Feeling isolated and hopeless, she and her mother, Kristin, turned to social media to try to get a generator or oxygen tanks from FEMA. ....
