Federal money for emergency rental assistance on hold until Legislature approves funding

Michigan is set to receive $622,794,676 from the federal government for emergency rent and utility payments during the COVID-19 pandemic. The House Appropriations Committee doesn t want to give the Michigan State Housing and Development Authority that money all at once: it wants to distribute it in installments.
The proposed plan would allocate $165,226,700 to MSHDA immediately, and the rest would be distributed over the course of the year. House Appropriations Chair Thomas Albert (R-Lowell) says this is simply to ensure accountability and transparency in the process.
Kelly Rose is the chief housing solutions officer at MSHDA. She says that if they received the full sum right from the get-go, they would be able to focus more on program delivery. ....

LANSING, Mich. — Michigan communities will participate on Wednesday in an annual event to produce a snapshot of the number of people experiencing homelessness during the coldest month of the year.
The Point-in-Time count takes place on the last Wednesday of January and is required for homelessness programs that are funded by the U.S. Department of Housing and Urban Development, according to a news release Tuesday. ....

LANSING, Mich. – In 2019, 61,832 individuals experienced homelessness across Michigan, according to the Ending Homelessness in Michigan Annual Report, which was officially released on January 19. The report is created through a combined effort from numerous government department and agencies to assess the state of homelessness throughout Michigan.
While the overall number of homeless individuals dropped year-over-year from 65,104 in 2018, the 2019 report illustrates deep disparities in how homelessness impacts subpopulations and challenges stereotypes. For instance, Blacks account for 52% of the homeless population in Michigan despite only making up 14% of the state’s population – which is 12% higher than the national average. Families with children account for nearly 50% of those who experience homelessness, and 3,847 youth ages ....

Gretchen Whitmer outlined her plan Tuesday to jumpstart the state’s economy and help end the COVID-19 pandemic.
“To help grow and strengthen our economy, we must provide crucial support for our families, small businesses, and frontline workers,” Whitmer said. “The MI COVID Recovery Plan will help small businesses get through the winter, help us put more shots in arms and ramp up vaccine distribution, and get our kids back on track in school. It’s the right thing to do to protect public health and jumpstart our economy, and I’m ready to work with the legislature to get it done.” ....
