New Mexico Civil Rights Act passes House, moves on to the Senate
SANTA FE – The New Mexico Civil Rights Act (HB 4), a bill that divided the state s Civil Rights Commission over the issue of qualified immunity, passed the state House of Representatives Tuesday afternoon and will move on to consideration in the Senate. 
HB 4 would allow individuals to sue state and local government entities, including law enforcement agencies and educational institutions for deprivations of civil rights under the state Constitution in state district courts rather than federal courts. 
It requires public entities to indemnify employees for monetary damages awarded in such lawsuits when brought against individuals, leaving agencies on the hook if a law enforcement officer or other government agent is found to have violated a plaintiff s civil rights. ....

LAS CRUCES - A proposed constitutional amendment making clean air, water and land a fundamental right for all residents of the state, both current and future, has cleared its first hurdle with a 7-4 vote Monday, Feb. 8, in the Senate Rules Committee.
Senate Joint Resolution 3, the Green Amendment, would flip the default position now in place when establishing legal priorities, and ensure the protection of the environment gets top priority, said Sen. Bill Soules, D-Las Cruces, one of the sponsors.
“The right to a healthy environment is paramount. Without a planet to live on, all other rights are irrelevant,” said Kevin Bixby, executive director of the Southwest Environmental Center in Las Cruces and an advocate for the amendment. SJR3 now goes to the Senate Judiciary Committee. If passed by the Legislature, it would still need to be approved by the voters in 2022. ....

Las Cruces Area NAACP Hosts Virtual MLK Day Event

The Doña Ana County chapter of the NAACP will present a Martin Luther King, Jr. virtual event on Martin Luther King, Junior Day, Monday, January 18, at 10 a.m.

The event will include a 45-minute speech King delivered in April 1961 that offers powerful insights into 2020-21, according to NAACP President Bobbie Green, Ph.D.
The presentation also will include a panel discussion about the Black Lives Matter movement, the murder of George Floyd, and other civil rights issues. ....
