A new plan for Richmond’s Coliseum area is providing a clearer picture of how that part of downtown could be redeveloped and how soon.
City planners on Monday presented their draft plan for a roughly 20-block area anchored by the dormant arena, which is among about a dozen city-owned properties that administrators are positioning for sale and redevelopment.
A proposed timeline for adopting and implementing the plan shows that it could be on the books by this fall, initiating a five-phase implementation process that would start with the city soliciting offers on the properties before the end of the year. ....

After a tumultuous 2020 that not only shook the lives of Richmonders, but also our local economy, I am hopeful of Richmond’s recovery from the COVID-19 pandemic.
 I am hopeful because our recovery has already started and is centered on economicdevelopment to create economic justice.
Our Department of Economic Development has been working overtime throughout the pandemic to seize any and all opportunities before us, and there are strong signs that economic development interest in our city has not diminished.
In fact, in an analysis of 38 major metropolitan areas across the U.S., LinkedIn said Richmond attracted the third-largest amount of new residents during the pandemic. ....

Richmond Approves Sale of Downtown Public Safety Building

Richmond City Council voted Monday to sell the defunct Public Safety Building on Leigh Street for roughly $3.5 million.
Developer Capital City Partners, LLC will take over ownership of the property. Capital City Partners was the development group behind the failed $1.5 billion Navy Hill/Coliseum project, which included the sale of the Public Safety Building. Monday’s council action allows the developer and the city to salvage what was considered a relatively non-controversial piece of the Navy Hill deal.
Mayor Levar Stoney’s administration negotiated the deal. Stoney has called the sale “a win for Richmond” and said it’s part of a larger strategy to repurpose vacant or underutilized land in Downtown. ....

Nearly a year to the day that a majority of its members voted down the controversial Navy Hill plan, a unanimous Richmond City Council on Monday approved a portion of the project that was decidedly uncontroversial by comparison.
In a specially called meeting, councilmembers adopted three ordinances authorizing the sale of the city’s Public Safety Building property and adopting a development agreement with Capital City Partners, which is planning a 20-story, VCU Health-anchored tower and mixed-use office complex on the bulk of the 3-acre property at 500 N. 10th St. ....
