Memphis' "Top Cop" Director Rallings came by to say goodbye to us... | V101

MEMPHIS, Tenn — Memphis Police Director Mike Rallings, is scheduled to retire next April.
“I am going to work up to my last day,” he says.
But he’s in for a rough time.
The murder of George Floyd, the shootings of others by police officers has changed everything. Then, toss in a pandemic, and you’ve got big problems.
“The gangs, the guns, the drugs, the domestic violence,” the Director says, has really plagued our community. And unfortunately, our community has spoke out about a lot of things, but there hasn’t been a lot of talk about violence. And to me,” Rallings says, that is what plagues Memphis.”

MEMPHIS, Tenn. — There's familiar feelings of frustration following another violent weekend across Shelby County.
The latest violent surge - following a record high set in 2020 for homicides in Memphis - will be a major challenge that confronts whoever succeeds Memphis Police Director Mike Rallings after his retirement this week.
"We've got to get to the substance of the problem," Memphis anti-violence advocate Stevie Moore said.
Moore had a busy weekend, dealing with 13 people shot between Friday night and Monday morning, five of them who didn't survive.

MEMPHIS, Tenn. (WMC) - The Memphis Police Department has launched a new tool to fight crime.
It’s called Shot Spotter, a device that does just that, spot and locate gunshots. It is new crime-fighting technology that was just installed in Orange Mound.

”Within an hour of implementation, we received our first notification of shots being fired near Hamilton and Barron,” said Rallings. “Officers made the scene and no victims were located however ballistics evidence was recovered.”

We do not live in a lawless frontier, but you can’t tell that from the actions of Gov. Bill Lee or the Tennessee General Assembly.
Gov. Lee is pushing legislation, which has already passed in the Senate and in the House, that would allow anyone over 21 to pack a pistol, anywhere, anytime. Senate Bill 765/House Bill 786 allows permitless carrying of handguns for anyone over age 21, and for military personnel between 18 and 20.
According to police and some local officials across Tennessee, this is a bad idea.
The Tennessee Bureau of Investigation is opposed to the legislation. TBI senior policy adviser Jimmy Musice testified to the Senate Judiciary Committee that 63,000 Tennesseans are considered “mentally defective,” and that nearly 5,500 people were excluded from permits or had their permits revoked in 2020. Musice testified that the TBI has no issue with allowing people who are legally permitted to carry a firearm. “We think … the permit process allows us to actually do that by knowing if that person is lawful,” Musice said. The current permit process enables law enforcement officials to screen applicants for dangerous individuals, undocumented immigrants, felons or people with mental health issues.
