Aquaculture bill draws scrutiny at statehouse 
AUGUSTA A bill seemingly proposed in response to a controversial salmon farm project in Frenchman Bay drew robust comment at the statehouse on Tuesday, with proponents arguing for a second look at the state’s aquaculture permitting process, while aquaculturists said the proposed changes could cripple a growing industry and be especially harmful to smaller businesses.  
The bill, LD 1146, presented by Rep. Robert Alley (D-Beals) and co-sponsored by Rep. Lynne Williams (D-Bar Harbor) seeks to examine the framework for aquaculture leases, look at how other states handle the burgeoning industry and review the state’s regulatory oversight.  ....

A Maine legislator who hopes to stave off industrial aquaculture and protect lobstermen and women from what he sees as a “large storm” headed for the industry is proposing a bill that small aquaculture farmers say could sink them.
The bill proposed by Rep. Robert Alley, D-Beals, aims to “protect Maine’s ocean waters, support robust regulatory oversight and the long-term health of the aquaculture industry,” according to a concept draft considered by the Committee on Marine Resources Tuesday.   ....

AUGUSTA, Maine (AP) A bill that seeks to limit the size of aquaculture leases and would change how leases are transferred in Maine drew testimony from a range of aquafarmers, fishermen and women, advocates and others who depend on the state s ocean resources for their livelihoods.
Rep. Robert Alley has proposed a concept draft of a bill to “protect Maine’s ocean waters, support robust regulatory oversight and the long-term health of the aquaculture industry,” which was considered by the Committee on Marine Resources on Tuesday.
We are in effect selling our oceans without the appropriate checks and balances in place,” Alley said of the existing aquaculture leasing process, the Portland Press Herald reported. ....
