Berlin school board approves sign-on bonus for substitute position


BERLIN ‑ The Berlin Board of Education approved a measure last Thursday that would provide an incremental sign-on bonus of $600 for a year-round substitute teaching position, as a way to incentivize potential substitutes to apply for the position.
The approval of the sign-on bonus came after discussion regarding difficulties the school district is having in recruiting and retaining substitute teachers.
Berlin schools Superintendent Julie King said the position was added last year in the hopes of generating more flexibility and preparedness for the staff coverage the district was anticipating due to the COVID-19 pandemic. The position would be for a substitute teacher, but would be year-round in the sense that the substitute would work every school day. ....

Sewer user rate going up 2 percent


City Manager James Wheeler estimated the average residential customer would pay about $10 more per year.
Wheeler had recommended a rate of $9.07 for an increase of 4.7 percent from the current rate of $8.66. To achieve that rate, he recommended using $1.15 million from the sewer user fund balance, leaving $3.8 million in that account. Wheeler said the average sewer bill is still below the state average. He said small increases avoid draining the fund balance, allowing the city to be able to keep the rate down.
The council split on the sewer rate.
Councilor Russell Otis argued for following Wheeler’s recommendation, pointing out it would cost the average residential customer about $20 for the year. ....

Maine bill to upgrade section of Androscoggin River draws N.H. opposition


ANDROSCOGGIN VALLEY — A bill before the Maine Legislature to upgrade the classification of a 12-mile section of the Androscoggin River in that state is strongly opposed by the new owners of the Gorham mill as well as the communities of Berlin and Gorham.
Submitted to the Maine Legislature in December, LD 676 calls for upgrading the section of the river from Gulf Island Dam near Lewiston-Auburn, Maine, to Merrymeeting Bay where it flows into the Atlantic Ocean.
Currently classified as a Class C, the bill seeks to upgrade that section to Class B.
Supporters of the bill said data shows the section already meets Class B standards 99 percent of the time. Upgrading the section would allow the entire river to be classified as Class B and would recognize the remarkable transformation of the river since it was considered one of the country’s most polluted rivers. ....
