NIAGARA COUNTY, N.Y. UPDATE: The travel ban in Niagara County was lifted at 1:00 a.m. on Wednesday, July 21. Officials warn that roadways may still be flooded, and ask that drivers use caution while traveling.
The State of Emergency remains in effect in Niagara County as clean up efforts begin.

LOCKPORT, N.Y. The memory of Troy Hodge remains fresh in the minds of Lockport neighbors who marched to remember him Thursday night.
June 17 marked exactly two years since a police encounter captured on bodycam footage resulted in his sudden death.
The official cause(s) as determined by a state attorney general investigation was a combination of cocaine intoxication and a prolonged physical altercation with police. Hodge was restrained by police and placed on his chest after an attempt to tase him failed. ....

Itâs been a knownproblem for decades.
Since 2005 there have been six police exams. Six opportunities for the department to add a Black officer.
It hasnât happened.

LPD has a perception problem, policy review shows

Whether Lockport Police Department is doing a good job or not, the public s perception of it today is somewhat negative, especially within the local Black community, according to a survey of residents in the city s recently completed Police Policy Review.
The 86-page report was released Thursday morning by Mayor Michelle Roman, following months of meetings and discussions with Police Chief Steven Abbott and others on ways to improve policing.
In addition to residents perceiving racial bias on the part of LPD personnel, also noteworthy is what the report does not directly address â the death of a Black man, Troy Hodge, while in LPD custody in 2019. Roman said the report, which was mandated by the state this year, and Hodge s death, are not related. ....
