Mining industry, builders sought changes in Arizona water bill

Newly released emails reveal that lawyers and lobbyists for mining companies, developers and the agriculture industry had a hand behind the scenes in shaping Arizona’s newly adopted law on clean-water rules for rivers and streams. 
The emails show the involvement of these influential groups went beyond their public endorsements of the legislation. Their lawyers and lobbyists were given access to offer input while the final legislation was being drafted, and the emails show they suggested specific language, offered “wordsmithing” tweaks and requested significant changes that state officials incorporated into the bill.
The Arizona Department of Environmental Quality released more than 400 emails in response to a request by The Arizona Republic under the state’s public records law. ....

New Clean Water Program Signed Into Arizona Law

The Surface Water Protection Program creates a list of nearly eight hundred rivers, streams and lakes that are protected from harmful pollutants under a new statewide permitting system. It’s the state’s first water-quality bill signed into law since the early nineties. It follows the Environmental Protection Agency’s 2020 decision to remove federal protections for waterways that don’t flow year-round. Supporters of the new program say clean water regulation should fall to the state and not the federal government. But some conservation groups say the bill isn’t strong enough and needs to incorporate more scientific data and public review. The Arizona Department of Water Quality is working on a draft list of protected waters. ....

PHOENIX   Governor Doug Ducey today signed legislation to ensure clean water in nearly 800 Arizona streams, lakes and rivers that are critical for drinking, fishing and recreation. 
“Living in the desert, the value of water is something we in Arizona know well, and we have taken great steps to protect it, including the Groundwater Management Act and the Drought Contingency Plan,” said Governor Ducey. “But just having water is not enough. We need to ensure our water supplies are clean and safe. That’s why I signed into law another landmark Arizona water protection bill the Surface Water Protection Program providing protections for nearly 800 Arizona streams, lakes, and rivers.” ....
