A bill aimed at lifting the shroud of secrecy covering police surveillance tools and their role in investigations of Maine citizens advanced Monday after members of the Criminal Justice and Public Safety Committee overwhelmingly recommended passage.
Rep. Charlotte Warren, D-Hallowell, introduced the measure about a year ago after the Maine Sunday Telegram reported on Feb. 9, 2020, that state police are relying on a provision in Maine law to withhold information about whether they are using technologies capable of mass surveillance of citizens.
Warren’s bill was delayed for a year by the COVID-19 pandemic. Shortly after it was proposed, Maine’s public safety commissioner, Michael Sauschuck, acknowledged for the first time that state police use facial recognition scans as part of some criminal investigations, but did not provide written policies or details about how the technology is used. ....

Commissioners approve small increase in county budget


$11.03 million budget reflects 1.85% spending increase

Lincoln County Commissioners unanimously approved a $11,039,219 budget  for 2021 during the Dec. 15 meeting. The county budget reflects $199,942 more in spending or a 1.85% increase. Commissioners approved the budget after receiving the Budget Advisory Committee’s recommendation for adoption.
With two weeks left in the year, Sheriff Todd Brackett expects a “hefty surplus” in his department’s 2020 budget. Brackett reported the COVID-19 pandemic played a role in the surplus along with several department vacancies and effective overtime budgeting. Brackett sought to use department unspent funds for a couple un-budgeted items. He received approval to buy two traffic radar units totaling $4,460 and 27 heavy-duty face shields costing $2,538. Brackett described the face shields as being used for more than virus containment. “They are not typical face masks. ....
