AT LENGTH Joe Buscaino was first elected to the Los Angeles City Council District 15 on Jan. 17, 2012 to fill the vacancy left by Janice Hahn, following her successful bid for the U.S. House of Representatives. 
He had no previous elected experience unless you count class president at San Pedro High School or raising enough money to be honorary mayor just before running for council office. His previous career, after graduating from California State University of Dominguez Hills with a Bachelor of Arts degree in communication, was as a Los Angeles Police Department officer. AT LENGTH-I was reminded this week that one of the subtlest yet insidious forms of censorship is just not to be invited to the meeting where you don’t ask uncomfortable questions.
As a journalist, this happens more often than you might expect and with the virtual meetings of the pandemic, it’s only gotten worse. Let me explain. 
In my last column, “Economic Refugees and Safe Encampments,” I argued for port properties, Lots E and F at the foot of 22nd Street in San Pedro, to be used as a site for a safe homeless encampment. This issue was first addressed at a March Board of Harbor Commission meeting where as the designated representative I was given five minutes to read, but not discuss the motions from two neighborhood councils.  ....

RANDOM LENGTHS REPORT-On Dec. 21, 2020, the Coastal San Pedro Neighborhood Council voted 12-0 to request that the West Harbor project include the council in the planning process of the project, which means sharing environmental impact reports and Coastal Development Permits.
Formerly the site of Ports O’Call, the new project will have restaurants and live entertainment, and is scheduled to begin construction in mid-2021. It is being developed by Jerico Development and Ratkovich Co., which are both part of the LA Waterfront Alliance. (Graphic above: Rendering of West Harbor project.) 
Greg Ellis, board member of the CSPNC, said that at the end of the council’s Joint Planning and Land Use Committee meeting residents wanted more specifics about the state of the project’s permitting process particularly  the size of the proposed amphitheater and the amoun ....
