The former Brownwood Hotel has been in compliance with a City of Brownwood administrative order since May 13, but the owner owes thousands of dollars in civil penalties, City Attorney Pat Chesser said.
The owner still owes a $19,500 penalty the City of Brownwood assessed earlier this year because of code violations. Additionally, penalties of $500 a day accrued over a two-month period between March 14 and May 13, Chesser said.
“The reason they were getting civil penalties is because they had not brought the hotel into compliance with the safety,” Chesser said. “Now they’ve done that. Civil penalties will not continue to accrue based on previous civil penalties. Right now they’ve stopped. ....

Barricades are in place in the city streets around the old Brownwood Hotel, 200 Fisk Avenue, while a contractor removes windows from the building. As of Thursday morning, May 6, all of the windows on the east and north sides of the building had been removed. Windows remained on the west side. The City of Brownwood previously closed Fisk and Baker Avenues to pedestrian traffic due to falling glass from windows within the building. East Baker Street, from Fisk to Hawkins, and Fisk, from East Baker to East Anderson, will remain barricaded while work is being done between the hours of 8:00 am to 4:30 pm. ....

Sidewalks surrounding the former Brownwood Hotel at 200 Fisk Avenue are off limits to pedestrian traffic. A temporary fence is in place due to the potential of falling glass from the building’s windows.
After meeting in executive session Tuesday morning, the Brownwood City Council unanimously approved to expend unbudgeted funds in an amount up to $49,000 for remediation of hazards at the site.
To this point, the hotel property owner Myrna Phelps – who resides in Virginia – has yet to attempt to make any improvements despite being assessed a $19,500 fine in February, along with an additional $500 per day fine that kicked in April 5. ....
