Decrying the continuous rise in criminal incidents perpetrated by riding-in-tandem criminals, most of which remain unsolved, Senator Richard J. Gordon on Thursday prodded anew the Land Transportation Office and the Department of Transportation for the full implementation of Republic Act 11235 or the Motorcycle Crime Prevention Act as he expressed fear that the unabated killings in the country is already making the people desensitized to the criminal act.

THIS is a continuation of my column last Monday, Feb.15, entitled” “Unmask this corrupt LTO official.”
During last Monday’s inquiry of the Senate Blue Ribbon Committee on Republic Act 11235, also known as the Motorcycle Crime Prevention Act, the name of Land Transportation Office (LTO 7) Regional Director Victor Caindec surfaced as the LTO official being linked to corruption in the “super delay” in the release of registration papers, plate numbers and other pertinent documents to motorcycle customers.
The name of Caindec cropped up when Sen. Imee Marcos, a committee member, asked LTO chief, Asst. Secretary Edgar Galvante whether or not the agency had taken action on the corruption complaints involving Caindec as it was Presidential Spokesperson Harry Roque who disclosed it in September last year that Caindec was under investigation for corruption. Trade department mulls order vs installment-only vehicle payment schemes

THE Department of Trade and Industry (DTI) may draft an order against installment-only payment schemes for vehicles, including motorcycles.
Consumers must have the choice to pay either the full amount in cash to avoid interest or by installment, Trade Secretary Ramon M. Lopez said during a Senate hearing on Monday.
The DTI has received reports that dealers are encouraging consumers to buy vehicles only on an installment basis, he said. Mr. Lopez added that vehicle dealers should inform the buyers of other options.
In a separate mobile message to reporters, Mr. Lopez said the DTI will conduct a legal review on the matter, after which it could issue a department order or circular, depending on what the law allows. ....
