Oxford Hills voters show strong support for SAD 17 school budget

With seven of eight towns in School Administrative District SAD 17 reporting, voters seemed to overwhelmingly approve the proposed $43.7 million budget for the 2021-22 fiscal year. Tuesday night returns show 754 votes in favor and 346 opposed.
Also on the ballot Tuesday was the district’s $471,078 adult education budget and Vocational Region 11’s $3.76 million budget. Both passed easily adult education with 72% of 1,152 votes cast and vocational with 75% of 1,151 ballots.
Results are unofficial until certified by election officials.
The school budget results, by town, were: Harrison, 126 yes, 58 no; Hebron, 27-6; Norway, 100-25; Otisfield, 32-9; Oxford, 194-118; Paris, 252-125; and Waterford, 23-5. West Paris tallies were not available Tuesday night. ....

Norway boards oppose $20,000 increase for solid waste facility

NORWAY The Select Board on Thursday agreed with the Budget Committee not to recommend a $20,000 increase requested by the Norway-Paris Solid Waste board.
The Budget Committee acknowledged that the organization’s spending has not increased for eight years, but were concerned about the lack of information and transparency in its budget. Its concerns and those of selectmen included:
• Very little detail provided for the increase.
• No explanation for a significant payroll increase.
• No cost for the future closing of the Frost Hill site.
• A projected increase in disposal costs.
No representative from the waste board was available to explain the added costs for either the Budget Committee at its April 5 meeting or Thursday’s meeting of selectmen. ....

Norway board considers proposal to hike fines for curfew violations

NORWAY Police Chief Rob Federico presented the Select Board with a proposal Thursday night to update the curfew ordinance.
The changes include allowing the police chief, in consultation with the town manager, to adjust the curfew time if there is “an imminent threat to the public health, safety and welfare.” It also increases the fine for a first offense from $15 to $50, and adds a community service requirement.
The ordinance applies to anyone younger than 18. The curfew hours are 10 p.m. to 5 a.m.
Last fall, Norway and Paris combated a group of teens who were assaulting other students in well-publicized attacks. Some of the attacks were posted on Facebook. Two of the juveniles were arrested on aggravated assault charges after one victim was sent to the hospital with serious injuries after an altercation on the Viking Trail in Paris. ....

Norway agrees to fee increases for recyclables


NORWAY The Select Board on Thursday agreed to fee increases for the Norway-Paris Solid Waste agency.
The increases will be charged to residents who leave recyclables at the transfer station on Brown Street.
Nancy Lee Piper of NPSW attended Thursday’s board meeting to discuss the rate increases. She said the current fees for freon and tires only cover 77% of the cost to recycle the materials. She said the fee increases still keep costs lower than recycling in neighboring communities.
“We’re trying to be fair to to the contractors and the builders,” Piper said.
For example, items with freon, such as refrigerators, dehumidifiers and air conditioners will increase from $10 to $12. The fee to recycle tires will increase by $1. Most other items will see a $1 or $2 increase. ....
