The NBC10 Boston Investigators have learned the top public health employee in the town of East Bridgewater, Massachusetts, is retiring after a report found multiple failures in how he handled the COVID-19 pandemic.

It was June 2, 2020, when Jennifer Tosches of West Bridgewater became a single mother. Her husband of nearly a decade, John, died from a heart attack at the age of 48. Losing him was absolutely devastating and a lot to deal with on top of her fight with breast cancer, but Tosches did the best she could, said Alison Conroy, her friend who lives in Bridgewater. “I think she survived the most she could because she did it for the boys,” Conroy said. “I think she would say, ‘John would have wanted me to do what I can as best I can.’” More than eight months later, on Feb. 26, Jennifer Tosches lost her battle with cancer at the age of 45. The couple’s deaths have left their sons, Giovanni, who is 8, and Giuseppe, who is 7, in the care of Jennifer Tosches’ brother. John Tosches also has children, Matthew, who is 15, and Mia, who is 14, from a previous marriage, ....

East Bridgewater Commercial Club: COVID outbreak reveals 'failures'

EAST BRIDGEWATER Months after a cluster of more than 50 COVID-19 cases were traced back to the private East Bridgewater Commercial Club, the board of selectmen voted Wednesday for the town to take action to address issues with the health department relating to its response.
Attorney Chris Kenny conducted an investigation authorized by selectmen in December that found failures by the town s health agent, Robert Philbrick, and the three-person board of health.
The findings of the report found repeated failures on the board of health agent to enforce COVID-19 safety standards, including failure to educate persons violating quarantine orders, failure to adhere to COVID-19 mandates within the town of East Bridgewater, failure to learn or understand COVID-19 safety protocols for town establishments, failure to enforce safety protocols for individuals and establishments and an insufficient response to the COVID-19-related emergency, Kenny said Wednesday at the sele ....
